Education New Zealand Manapou ki te Ao’s new Chief Executive, David Downs, has outlined a growth-focused agenda for the international education sector, emphasising stronger market partnerships, sustainable expansion and greater economic value for New Zealand.

In his first sector message, published on 28 July, Downs said ENZ would build on the foundations established by former Chief Executive Amanda Malu and Acting Chief Executive Dr Linda Sissons. He identified the Government’s International Education Going for Growth plan as a central priority and said ENZ was ready to work with providers to increase the sector’s contribution to the economy.

Downs highlighted ENZ’s international network, with teams operating across 15 markets to identify emerging trends, provide market intelligence and connect New Zealand institutions with prospective students. He said closer collaboration could support stronger enrolments and deliver benefits for education providers, local communities and the wider economy.

The message cited new sector performance indicators. In the year ended March 2026, international education generated NZ$4.85 billion in spending by international students, described by Downs as the sector’s largest contribution to New Zealand’s economy to date. He also noted that 87 percent of international students rated their New Zealand experience positively.

Market diversification will remain a major focus. Downs referred to recently updated go-to-market plans covering established and emerging markets, with the objective of strengthening New Zealand’s international position while attracting high-quality learners over the longer term.

India was singled out as a significant opportunity. More than 12,000 Indian students studied in New Zealand in 2025, and Downs said recent high-level engagement between the two countries had created momentum for deeper education, research and people-to-people connections.

For providers and recruitment partners, the leadership change signals a continued emphasis on coordinated international promotion, evidence-based market development and sustainable growth rather than short-term volume alone.
