New Zealand will replace most of its Parent Resident Visa ballot selections with a chronological queue, giving long-waiting families a more predictable route to residence, Immigration Minister Erica Stanford announced on 8 August 2026.

Under the revised model, 90 percent of annual selections will be made in date order, while the remaining 10 percent will continue through a ballot. The programme will retain its annual cap of 2,500 visas, meaning the change affects how applicants are selected rather than the total number of places available.

The new system is intended to prioritise families who have already waited several years while preserving limited opportunities for newer applicants. The Government said some families have been waiting since 2022, and that the existing ballot system created uncertainty over whether their expressions of interest would ever be selected.

Expressions of interest will no longer automatically expire after two years, provided applicants confirm that they still wish to remain in the process and keep their information current. Applicants and sponsors will also avoid the additional fee previously required to resubmit an expression of interest after expiry.

The new selection settings will take effect on 5 October 2026, with the first selection under the hybrid model scheduled for 10 November. Immigration New Zealand plans to notify people with current expressions of interest of their position in the new chronological queue during October.

The final selection under the existing ballot system is scheduled for 11 August. As of 23 July, Immigration New Zealand recorded 7,706 valid expressions of interest representing 11,602 people, highlighting demand well above the annual residence allocation.

The Parent Resident Visa remains subject to sponsorship, health, character and relationship requirements. The Government also confirmed that the Parent Boost Visitor Visa remains separate and does not provide a pathway to residence.
